Delamere Park Management Limited (DPML) is the company which manages all of Delamere Park's Amenity land areas as well as the Clubhouse facilities, gardeners compound and lodge building. DPML is managed by a board of Volunteer trustees who ensure that the covenant, which was put in place with the conception of the Delamere park estate, is upheld.
DPML was established as a not-for-profit company in 1971 upon the transfer of the land from Whelmar Builders to the private Plot-Owners. As each plot was sold by Whelmar, the purchaser had to sign a Covenant agreement with DPML, including an agreement that the Plot-Owner would contribute to the upkeep of DPML by paying an annual fee. The Covenants form part of each plot’s Deeds and no plot can be sold without the subsequent purchaser signing up to the Covenants.
Initially, Whelmar provided the Directors for DPML but as the development was finished Whelmar handed control of DPML to the Plot- Owners. Now the Plot-Owners appoint the Trustees at the Ordinary General Meeting, and the Trustees main legal obligation is to ‘maintain and administer the amenity lands on the Park.’ The Trustees carry out their roles on an entirely voluntary basis and have regular meetings to ensure the correct governance of DPML.
At these Trustee meetings items such as finance, maintenance, health and safety are discussed along with Plot-holders’ applications for property changes & extensions, and any other queries or concerns raised by residents.
